One point in rule 3 worth settling first. For a single missing minute, averaging the two surrounding quotes is unambiguous. For a longer gap — say ten minutes — "average" could mean every missing row gets that same value, giving a flat line, or that values step evenly between the two ends. A common issue in Excel tools built for Mac is the button itself. The tricky part is usually that ActiveX controls don't exist in Mac Excel, so a macro button added the usual way simply doesn't appear. My approach would be to write it to read the workbook by structure rather than by name, so it runs on each new file without editing. I'd handle the edge cases explicitly — empty input, no overlap with the Template, duplicate timestamps — so it reports clearly instead of failing quietly.
