First of all, congratulations on your election as class president. I find your project of becoming a zero waste campus and a role model for your community great (found your statement on the internet, if you're wondering) and would be delighted to support you!
As you can check on my profile, I have knowledge and experience in topics related to waste disposal and management in Europe and Japan. I currently discuss "Inspiring Consumers to Recycle" in an expert panel, and am involved in groups related to Circular Economy. And I don't consider recycling only as my job, it's also a topic I'm passionate about.
I understand that your project is only in the starting phase, and depends on the school decision to fund this project. I suppose the 1st step is then to submit the proposal to your school, and if accepted work on the implementation. It's a bit hard to make an exact estimate without more information, esp. it's not clear if your request is about submitting the proposal to your school or about the implementation of a plan, etc.. So don't hesitate to contact me to discuss details further, and if appropriate negotiate the milestones and the bid.
