Here below the chat I had with a tech consultant about this problem, need to test this solution and maybe find in case another one to fix this issue
Consultant: After I checked, the interval is working. But the problem was caused by your current PayPal is not supported by the commerce recurring module.
I fixed the current problem by updating the module to the latest version and fixing the drupal cron.
I have tested using a 'fake' payment gateway that is supplied by the drupal commerce module.
This recurring module already has 'framework' to automatically collect payments with the same order_id and amount. This workflow needs an onsite payment gateway.
Regular PayPal is working only for the first payment and will fail because it is only 1-time payment method.
Me: So it is impossible to connect somehow the PayPal gw and the recurrent payment module? Even coding or editing the module?
Consultant: For your case, I think the right approach is using invoice based module. Recurring module is build for SAAS based product. Did you already tried to use invoice module ?[login to view URL] I think this module will match for your case.
