Advise on the Feasibility of a Remote Wireless Impact Sensor for Roads

We are looking for someone skilled in electronic circuitry to advise on the approximate cost and feasibility of a sensor to detect impacts to vehicle guardrail and them send a signal to a mobile phone or computer. We have the following questions: - What type of sensors would be required? - Are there low-cost sensors available? - What would be the approximate size of these sensors - Could this be made to work in areas of low/ no network coverage? - How long would a batter power source last? Are there ways to make this work without battery having to be replaced? We anticipate that the project will involve a skype meeting to explain the concept and report/ email advising on the above points and any others discussed during the meeting. Thanks.
