The best solution is to use voltage regulators. Can you afford to put power resistors to drop the voltage?

Hi! I'd be happy to support, and also continue debugging if my guess is not right. I'd say the low side PNP is hot as it is not closed fully if no load, so the half-bridge is disbalanced. For this I need voltage readings from the circuit nodes. But currently, I would look towards the 20k resistors to lower them in order to ensure transistor closed, or even replace them with diodes. Also one need to take a look at the output state of OP7 -> no fast switching there? no offset? Thanks, Vlad

I will simulate the circuit using LTSpice if you give me the part number of the operational amplifier. Honestly I don't know if 1500 INR is enough to complete the job.
