Designing a Circuit for Dimmable LED Driver

Designing a circuit/schematic for dimmable LED driver which would dim the 18W LED light to 30% wattage (i.e. 5W) upon external signal from motion sensor. Input voltage 230V AC. Output LED wattage 18Watt. Series parallel LED matrix of 26 Series x 5 parallels = 130 LEDs of 0.2Watt Each. Parallelly the same circuit also generates 8V, 5mA power supply for the microwave sensor PCB. Pls see the attached snap of the circuit for the reference. The work is of reverse engineering, make detailed LOM and Schematic drawing. More details available on request.
