controller for 3 phase voltage stabilizer

The area I live in has very unreliable and poor quality power. To overcome this I have installed a solar power system comprising 24 x 2Volt Exide batteries, 3 x inverters, solar collectors/MPPT and a 40KVA oil cooled 230V voltage stabilizer. For the sunlight hours most of the year, I want to completely isolate (remove mains power) to the voltage stabilizer and power my house by the solar system via inverters. The reason for powering off the stabilizer is to save mains electricity. To achieve this I manually need to switch off the stabilizer in the morning and power it up around 6PM. To avoid this i would like an electrical engineer to design a controller that monitors the voltage of the batteries and :-

-1- When the voltage rises above say 48V threshold the controller de-powers the 3 phase stabilizer.

-2- when the voltage falls to say 45V threshold the controller powers on the stabilizer.

-3- Once the stabilizer enters either an on ON / OFF condition - it needs to remain in that condition for say 1 hour to prevent multiple triggering

The threshhold voltages in -1- and -2- above need to be adjustable.

The design should use readily available components in a modular fashion.
