Freelancer needed to organize, clean, and enter data

This current project is a pilot for a similar, larger task. That is, we are currently looking for someone/a team to help code three constituency files (description below). Once the task has been successfully completed, there is the possibility of handling a much larger pool of the same data (272 constituencies), which will need coding in the same manner. This overall project requires coding information about polling stations and voting outcomes in Pakistan. There are two main components: the first will involve coding details about polling stations in each constituency, and the second will then involve adding details from a different source about voting outcomes for each polling stations. Both components are outlined in more detail, with examples, below. a. For now, there will be a total of 3 PDF files, each of which lists details for a number of polling stations; see “NA-9 [login to view URL]” as an example. Also see “[login to view URL]” for how these details will be coded (Columns A to AK in the csv file). Note that the Excel file codes each polling station as a single row, regardless of how many “Electoral Areas” it spans from the PDF. Each “Electoral Area” and corresponding “Census Block Code” from the PDF becomes a separate column in the Excel sheet, named Block Code R1…Block Code RN for Rural Areas and Block Code U1…Block Code UN if they were Urban areas. Also note that the columns for Male and Female voters are numbered based on the Block Codes, i.e., Male_Voters1 will list the number of male voters in Electoral_Area1 & Block_Code1, and so on. Note that for one of the three such files we have currently, this PDF has already been scraped in to an Excel sheet. However, due to the nature of the data, the output from the scrape is messy and will have to be manually cleaned. The cleaning is much quicker than coding from scratch. For the remaining two files, the coding will be done from scratch. b. Next, the remaining columns in the .csv file refer to voting outcomes, which will be coded from a different set of files. For some constituencies (where NA_9 is one constituency), these will be given in a single PDF; for others, it will be a different file (PDF or JPG) for each polling station, depending on how the data have been made available. For the project, we will provide you with links to where each of these files can be accessed. For this example, please refer to [login to view URL], which refers to the second polling station. Looking at [login to view URL], information from here is used to fill in the remaining columns about the second polling station. In addition to the number of votes each candidate gets, we will record the total of these votes (column AZ), the total valid votes the form states (column BA, taken from (i) in the jpg), the total number of problematic votes (column BB, taken as the total of (ii) in the jpg), the total Male Turnout (column BC, taken from Male-iv in the jpg), the same for Women, and the total number of Male and Female registered voters as given on the Form (columns BF and BG, as stated on the top right of the Form; if unavailable, that is entered as NA). Any inconsistencies on the Form are reported in the Comments column (BH). If you are interested in taking on this project, we would appreciate a small sample of the output to be coded so that you can bring up any questions you have and we can take a look at the output as well. For this, please code the first 10 polling stations from NA_123.
