Web banner / animation

I require a flash animation to be designed. This will go on the front page of my website, which is still being completed. To view the website go to www.foothills.net.au. The bottom right hand corner is where the animation will go. Currently there is an animated gif which is there, which has been designed by myself. The size of the animation should be the same size as the current animated gif.
The design should be of green, rolling hills, which then go into 4 window sized segments. In each segment there will be examples of services that we provide.

I would like the design to have a modern, relaxed appearance with a 3D effect. Similar in design and look to the rolling hills background for windows xp.
There will need to be back and forth communication between myself and the provider and such aspects as the file size will need to be discussed.
