Promoter Website + Programming

I am developing a web site for a promotion company that needs a content managment system to maintain the site with extra feature described in the document. The admin control panel should be user-friendly and with a good design that relates to the website. I have also have a .psd file of what the website should look like, please request for it to view the idea of the site. This needs to be touched up with a nice flash that relates to washington DC and the Nightscene. The point of this website is to get people to register and increase clientle. The users will be able to interact with one another, communicate in the forum, upload/download files, post classifieds, and message eachother and also have a profile. We are looking for quality work and someone who knows how to make a nice easy content managment system with nice design skills. This payment option can be broken down into two parts:

Web Design touch up - $10.00 - $25.00 (Must show before accepting)

Content Managment Sytem w/ flash - Varies on capabilty and show me examples.
