Google Play has a specific Personal Loans policy, and for India it requires a declaration plus documentation showing you are an RBI registered NBFC or bank, or are formally partnered with one. Apps that skip it get removed rather than warned, and Apple applies its own version of the same rule. So the first question is whose licence the app publishes under. Second, your fourth acceptance criterion needs more than a payment gateway. Collecting a repayment and disbursing an instant top-up are two different rails: gateways handle collection, while payouts need a separate disbursal integration that is approved separately. I have built OTP login and payment gateway flows before. On budget, the posted 600 to 1500 INR cannot be right for this, so I have bid what the work actually costs.
