Design Analytics Report Appearance/Color Palette/etc

I have a startup called The Take. The name is derived from the intelligence community where “The Take” means, “information gathered by intelligence collection operations.” The first product for this startup is a PDF report that provides information and analytics.
Your task is to take the existing template (which is in Google Docs and Google Sheets) and change the font, colors, formatting, color palette, etc to take it from my visually-illiterate basic prototype to a visually professional product. I do not have a logo, emblem, font, color palette or anything designed for the business -- you have a blank slate to work with.
Please note that the report template (for now) must stay in Google sheets; it cannot be moved to a design application, so anything you design will have to be inserted into the Google doc.
I will give the winning Freelancer edit access to both the google doc and the google sheet in order to create the design. For purposes of bidding on this job, please see the attached sample PDF.
Finally, the envisioned branding characteristics are (in order of priority/importance): Quality, Brilliant, Direct, Actionable, Precise. Consider these terms and how they influence your color palette and design decisions.
Your deliverables will the finished designed product in Google docs (I'll give you edit access and you'll do the work in google docs / google sheets), the hex codes of the color palette you use, and any collateral such as SVGs or other design/image files you insert into the Google doc.
