Each service requires its own vehicles, uniforms, depots, and standard operating procedures that interact seamlessly through a shared framework. Functionality wise, three pillars define success: • Role-playing scenarios – Dynamic callouts, incident types, and daily routines that keep players engaged without repetitive scripting. • Dispatch system – An intuitive CAD/MDT interface that lets dispatchers assign units, track status changes, and record incident logs in real time. • Emergency response protocols – Accurate blue-light driving rules, triage procedures, arrest/custody flows, and fireground commands that reflect genuine UK guidelines. FiveM is the confirmed platform, so existing resources such as QBCore or ESX can be leveraged as long as performance stays high and code is cleanly documented for future tweaks. A modular approach is preferred: departments and features should load as separate resources to make updates straightforward. Deliverables will be accepted once: 1. The server boots without errors on a fresh host and averages <15 ms client script time with ten testers online. 2. Each department has at least five distinct callouts and the dispatch console updates statuses instantly. 3. Vehicles, uniforms, and UI elements display UK branding consistently across all resolutions. 4. A concise admin manual (PDF or markdown) outlines installation, configuration, and adding new scenarios. Access to a blank VPS can be provided on request, or the complete package can be supplied ready for drag-and-drop deployment.
