Create in-depth game mod for Crusader Kings 3, base off A Game Of Thrones Mod for Crusader King 2

As stated above, I'm looking to create a quality mod for a modern game. This game has lots of modification support, as well as the previous game have extensive mods and documentation on the process.
For this project, I doubt it will be "quick", but would like to get a "working model" off the ground as soon asap. I'm looking for confidence in game modding, preferable with experience with Grand Strategy and RPG. Willing to also work with newer modders, as there should be lots of documentation and tools to support the process.
The reason behind this project, is the current team working on the mod hasn't updated anyone too much, and since we are waiting I figure it might be better to just create it rather then wait. I'm hopping to get the mod to a good playable state with the "at finish" patch of the game. After which I'd be open to talking about follow up work to keep updating the mod.
This project is not just to do 1 specific part, it is for all the work attached to 3d modeling, world building, scripting, and more. Happy to work on parts of the job as well, but pricing will be dramatically reduced.
