On GoDaddy's builder the usual mistake is pasting gtag into an HTML block, and that only fires on the page the block sits on. For every page it has to go into the site level header code under settings, and that option only shows on some plans, so the first thing I'd check is whether yours has it. If it does, the global tag goes there, the event snippet only where you actually need it, and I verify with Tag Assistant on three or four pages and not just the home page, because a per page install looks fine on one page and wrong on the rest. You'd get screenshots of exactly where it lives so you can find it again without me. Which plan are you on, and when you open site settings do you see a header code or tracking section? That tells me in one look whether this is a quick job or whether GoDaddy is going to make us work around it.
