GCP Terraform Networking

I'm looking for someone familiar with GCP and Terraform, and understands Networking (particularly GCP).

I need to write a module that lets a user to access a particular IP on the company's network.

However, it should be blocking access to other IP on the network.

Also, it should have an allow firewall rule from subnets to the particular IP and deny rule for anything else.
