A Google Form section is a page break, so respondents move through one topic at a time and cannot see what is coming, which is the behaviour you are describing. What a spreadsheet usually does not carry is where those breaks belong: a sheet lists questions in order, and the grouping lives in a person's head or in a formatting cue like a bold row or a blank line rather than in a column a script can read. So either the sheet gets one small column naming each question's section, or I infer the breaks from the layout and you check them once before it goes out. The form itself I would generate from the sheet rather than retype it, since transcription is where wording and option order quietly drift, and a generated form can be rebuilt against the sheet if a question changes later. Rebuilds update the existing form rather than replacing it, so the shareable link you hand out keeps working and keeps collecting into the same responses.
