219709 Animate an object- Flash / gif

That is the best picture I have, sorry.

Can someone take the image of the woman and animate her arm so that it bends at the elbow. In other words, I would like her to "pump" her arm.

The pump should last 1.5 seconds and a pause of 2 seconds between pumps. 3 pumps total.

I would also like a better font and color in the balloon. I'm not the expert, but there has to be something better than what I have.

I would like the image in flash, but also in animated .gif, in case I go that route.

The person bidding should be a good artist, so that the moving arm looks natural!
