Build a Website

i need to build a website for real estate company and they need it on Wordpress with the following spec. : 1- two language ( i will provide the PSD for both language ) 2- places in three categories : city – area - neighborhood 3- backend for their employee/agent to help customers requests based on their properties or same area. 4- User account for customers 5- develop semi-automatic (weekly/manual) newsletter to be sent based on city or interest. 6- permission for agent/employee based on groups and places to be able to see some hidden fields and have a lot of options depends on the city or area 7- admin dashboard for website statistics 8- counters for viewed properties 9- customers can add properties after getting approval from the admin 10- when add a property the property ID should be automatically interring in this formula (RW0001).
