Established tech news website seeks creative individual for web-based graphic design and simple flash animation. Our website:

What I need done:
Immediate project: this is a small project and includes 2 parts. Part 1: a flash animation will be used at the top portion of our site to grab visitors attention. The animation involves our cartoon-like website mascot popping onto the page and waiving a paper ("free report"), followed by instructions for the visitor to click to download. The second part of the project is a representation of part 1: we need a still image of our mascot holding the free report. This will be used on the navigation portion of our page.
Future projects: similar projects will follow and will be used for promotional material (banners and still-graphics) and branding of our website.
What I already have versus what the provider will build:
A professionally drawn cartoon storyboard in digital format (JPG, PNG) will be provided which details what should be included in the flash animation. The storyboard is simple and has been estimated to be less than 12 frames. A still image will also be provided for part 2 -- all you need to do is color it in and make it match with the rest of the site. The final project of the animation should be no more than 10 seconds.
Other context/requirements that providers will need to know:
Artist must submit an archived copy of all files used to create project for future reference and editing.
Specific expertise that I am seeking:
Retail industry design experience is a plus. All applying for the job must provide a link to portfolio samples.
