Build a partner portal

Hi, I'm looking for someone that build a Partner Portal using the Admin theme that we have purchased called Inspinia. The partner portal should work as the following: 1: Partners can register to be a partner. 2: Admin/Staff will approve/deny partner accounts 3: Admin/Staff should be able to add Services/Products gobally and set the "Wholesale" price for that service/product. (We should also be able to override the wholesale price based on the reseller if needed) 4: Partners can view the services/products list and the pricing that we have assigned to them. 5: Partners can set their Resell Price for each service. 6: Partners can Register/Quote deals for their customers. 7: When register/quote, Partner can enter their customers information and add the services they would like to quote for their customer. They should be able to edit their resell price on the quote if they would like to put a custom price for that quote. 8: Once a quote is built, Partner should be able to generate a PDF of the quote and give it to their customer. 9: After the quote is built, the quote should be stored in the system as Open and the Partners should be allowed to view/change the quote as needed. 10: Partner should have the option to Convert the Quote to a Sale. Once converted, the Partner should not be allowed to modify anything on the quote. 11: Admin/Staff should get an alert that the quote has been converted to a sale and have option to approve/deny the quote. 12: Once Admin/Staff approves the quote, the quote should change to a status of Processing and convert to an order. 13: Once the Admin/Staff processes the order, the Partner should see this order and customer under Customers section for the Partner. 14: Every 1st day of the month, the system should take all active customers for that Partner and generate a commission (wholesale price-resell price) and show the Commission the partner has earned for the month. 15: Partner should have the option when signing up if they would like to be a white label partner (sell and bill their customers themselves under their own name/brand) or an affiliate (sell under our name and we bill their customers). If the customer is a whitelabel partner, we will not pay commissions, so this should auto disable for the partner. This is most of what we need for our partner portal. I'm sure there will be a few changes/addons as we start building, so please be prepared to make the changes or etc as we go. Do NOT bid if you are not within budget and if you have not built similar partner portals before. Thanks
