Build My Website from scratch (Detailed Needs)

Hello. As the post says, I need everything done from scratch. It will be a website that only opens after a paid fee has been completed. Here is what I need: *A parallax scrolling page as an Introduction with the ability to navigate to other pages. *One page for a blog and guest blog. *One page to list detailed information on the customer’s businesses, categorized into USA states. *One page that will be an open forum. Ask and receive answers *One page that will allow for downloadable templates, videos and training materials *One page that lists events and coming attractions *And one page for additional paid services to be listed I don’t need the content of these pages written. I just need a solid template set up with a clean background, so I can upload the content. I do need visuals, graphics and design since this is a startup company. I also need the ability to accept payments from my customers. I also need the ability to take the design and copy it to another hosting site if I ever need to. This is extensive in setting up but since content is not needed, it’s a one time project. If I need more work, I would like someone to continue working with me on different projects. Again, only a solid template but I would like to be able to make revisions if I see fit.
