Code / Design A Good Looking Content Locker

We need somebody who is capable of implementing a Cpa content locker which looks similar to one of the explaing pictures. We got the webspace and already purchased content locker software which also could be changed to look like the explaining picture.

We already purchased "Easy Content Locker" which would work just fine but it looks terrible. So either (if possible) redesign that one or code a new locker / probably you already got a good looking locker script you can sell to me :)

The content locker works like this:

User enters a website - the content locker will show up, now the user will have to complete one of the offers (we got the offer links) by clicking onto one of them. The user will be redirected to another page managed by an affiliate netword, when the offer is completed he automatically gets back to the content locker site and gets redirected to the page he wanted to visit in the first place. So basically the locker has to recognize that the offer is completed.

Also the locker has to be mobile responsive like shown in the pictures!
