Maintain and improve WordPress Website

We have a WordPress website custom developed, and another one done based on a ready-made template:

We need to maintain such websites and improve them. Examples of work to be done:
- Add login module for the website users to control access to certain resources, pages, and posts
- Add new products and services (new pages)
- Add eCommerce to allow selling services and products. Service can be monthly, every 3 months, or every 6 months. Allow customer to pay using any various payment methods.
- Design images to advertise for products and services to be published on the website, and sent to customers using Social Media such as Twitter, Facebook and WhatsApp.
- Various graphics designs will be needed.
- Implement forms for various needs such as collecting contact details, register for draw as part of marketing campaign...etc.
Currently one ofthe website has products plugin, various pages, and other plugins. We need simple and basic work, yet, rich user interface, but nothing fancy, and at minimum cost.
Please provide options based on a 6 months period for example, or by work item. This is to include adding new features, or maintaining the website by adding content, and making simple changes in layout or appearance.
