Need a Graphic Designer/Programmer with SQLite and Windows 10 knowledge to make a small PC data base program

Need a Graphic Designer/Programmer with SQLite and Windows 10 knowledge to make a small PC data base program. I have a SQLite data base generated by one of our instruments, but need a small stand-alone program which can read the instrument generated files (<50 fields in 9 sub files). The program must be able to operate on a PC platform with OS Windows 10 both in 32 and 64 bits processor environment. The instrument data base file should be read (NO writing into this data base) and one-way synchronized into the new PC data base program. A link to the existing data base file should be user selectable. The program using the new synchronized data base file then have to be able to link with other sub-data bases to be created (Maximum 3 sub-data bases). The synchronization with the original file must take place every time the new PC program is started or on request (using a “refresh” key in the program) when the program is running. The program should be able to give the user a tool to sort and filter the data in different ways (to be defined) and also to be able to print 10 different reports (to be defined). The sorted/filtered data must also be able to be graphically presented as plots (in 3 different ways; one is Vertical Bar Plot, 2 other to be defined), these also with print-out capability. The data from the original data base input must be manipulated for easier presentation in the new program (number truncation and Date/time format changes). The program must be able to export the sorted data in Excel format as well as CVS format. The job, besides the programming, also includes a graphic design for easy and user-friendly GUI. The user of the program will be at a lower level in PC/computer knowledge. The graphic design must be appealing and matching its purpose. Company name and logo is to be incorporated into the program. A data file of the existing SQLite db will be provided to the awarded freelancer. The project steps will be: a) Definition of all fields and jobs b) Definition of sort capabilities c) Definition of Graphic User Interface d) Definition of Reports and Plots e) Delivery of installation files f) Documentation including user’s guide g) Delivery of source code All definitions are based on two-way communication with awarded freelancer. It is expected that the freelancer provide suggestions after getting the original DB file and further inputs on use and requirements. Milestones will be 25% at award, 25% at end of the definitions, 25% at delivery of final installation files and final 25% at delivery of source code when project is finished.
