Show video with augmented clickable linechart (transfer from flash to html5)

I have an existing Adobe Flash(Anime)-Tool (source-code available). It integrates a mp4-video-file and overlays it with a clickable line chart (see here: [login to view URL]). As flash-projectors are outdated and do not work with all current pc, mac or mobile devices any more, we would like to "transfer" this tool to html5 or similar. It should work on a web server (like in this example) as well as locally on a computer (pc or mac). Input for tool: - a video file (locally available or via url) - plain text file (.csv or .tab) which includes several columns (see example). Those columns carry time, cues, up to 6 x values between 0 and 100 and mean in every row. Every row corresponds to one second of the video. Values represent continues ratings of up to 6 viewer groups who watched the video. The "cues" identify cuts in the video (0 or 1). These cuts should be indicated by a vertical line in the overlay chart. - A config-file (xml) carries the default values for line chart colours Output: - Out of these ingredients a "package" should be able to be distributed to users (like the "old" flash projectors). At the moment we transfer a folder with the html-file, the exported swf-file as well as the video in a subfolder. User just opens html-file and is ready to go. Usage: - User should be able to click on the line chart and the video jumps to this position and stops. Volume, back, forth, stop etc. should be usable (as shown in the example). Also shown: runtime of video and time of clicked position. Title should be customizable, slider (or something else) on the right shows mean value of all ratings for the current second. - User should be able to adjust color of lines (black = do not show line) and thickness - User might toggle between fullscreen mode and or/ adjustable size - User might toggle between line chart fills whole video or just lower part The whole "package" should easily be distributed to different users. But they should not be able to modify the package with their own video and data. I can provide flash source code and current projector examples. Please suggest a reasonable price.
