Build a Website

Hi,
I need a web application where you can order food from the internet similar to "[login to view URL]", however it doesn't need to work as a real app where it can find real restaurants since it is only for a school project. The website needs to have: login and logout, search field where it can show your location, tabs where the customer can see the available restaurants and post reviews of the specific restaurant, about us and contact us.
Me as the administrator I can add, change and delete restaurants, add, change and delete menus of the restaurants, manage user account. All of this need to be save in a database.
It does not need to be complex, since it is not a real app, is just for a personal project.
If possible I would like that the app to be build using HTML, CSS and JavaScript mainly.
