Provide me with the html for one menu item and one anchor for my blogger blog

I have several long blog posts and want to add a clickable menu to them. It appears the only way to do this is using html, and I am not very good at this. I have tried adding id tags to items in a post, and creating a link, but so far no success. When I click on the menu item, it takes me out of the post and back to my blogger menu. I am providing a screenshot combining the compose post and html views of the target text and the menu.
So, I want to provide the menu I have, along with the piece of the text (in html) and have you give me the appropriate html for both. If I can get one done, I can do the rest myself, I think. And when I do future long posts, I will know what to do.
I would like this done today if possible - November 25, by 4 pm.
