Google PR and traffic from REAL TARGET AUDIENCE increase

We need to increase Google PR of our website and get more Real Australian traffic from our Real target audience to increase our online sales. We sell vinyl stickers and custom vinyl lettering that a visitor can design using our online tool. This is a fairly new website. The current PR is 1. We need it to be increased to 3 or 4. We have around 10-20 visits per day which is obviously not satisfactory. To start with, it would be good to have 80-100 REAL AUSTRALIAN visits from our Target audience (small/medium businesses and individuals). The way the website is organised is quite acceptable in terms of SEO optimisation, so please first concentrate on the external promotion. Please understand that I will not provide you the access to the site credentials. If you want to change something on a page for SEO purposes, then send me the message and I will change that thing accordingly. Accept the guidelines below: - NO black of grey hat techniques must be used. - You MUST NOT use anything that can potentially lead to any kind of penalties from Google. Google guidelines must be followed and no way should be compromised. - Only Permanent back links from good quality sites with PR 2+ (preferably Australian) with Relevant content are accepted. - Back links from adult/porn/violence/racist/illegal/spam/link exchange/link farms and other crap of similar kind MUST NOT be used. - Facebook or twitter traffic is not preferable either as it turns out to be a temporary thing. - No use of automated software, bots or any other fake traffic - I will find it out. Only serious bidders accepted. Payment: 100% payment will be received when the site has been ranked at minimum page rank 3 and the traffic has achieved the numbers required. Before we start I'd like to hear your ideas on how you are going to achieve it.
