Requirement specification for QR-Barcode decoding algorithm (image recognition)
We issue an invitation to tender to develop a robust and performant image recognition algorithm to decode QR-Barcodes.
Image resolution will be 640x480 and will be processed as byte array.
Return values of the content are as well byte arrays.
Only the decoding algorithm is needed. No camera handling required.
Emulator can be used to test during development phase.
We will deliver at project start example pics of QR-Codes to decode (general size is about: 2x2cm, 5x5cm or bigger and contains different levels of error correction). The decoding time must be <2 second on a K800i SonyEricsson or N95 Nokia smartphone. An own smartphone of that category is not necessarily required. We can test on our smartphones.

For your info: We need a solution that is not open source, guarantees a good performance, reliable image recognition and error correction (like the commonly known reed solomon algorithm). Camera handling is not required.
Precondition would be that we are allowed to check a part of the source code (about 30%-50%) and verify that it is not copied open source. The recognition process itself needs to be under 1 sec. on a cell phone like a most recent cell phone like the sonyericsson k800i which has quite a lot of compute power. Programming language is JavaME.
Basically it is not a very difficult project as a lot of clones are out there to reprogram and to enhance. Anyway we are looking for help in that area as we are to busy at the moment.
