Site MUST load fast and will use latest technology of? CSS, Layers, ? What do you use? I need a programmer that knows what the latest technology is.

This is a small job. I may provide $20 up front but will be impressed if you can build it quickly and then I pay. I have lost many $20's and it adds up.
