I have experience with backend development in JAVA using the jersey framework and java servlet. I will make 2 different micro services one will be used to update the location of a device and the other will fetch it. Another service would open two websockets whenever someone requires a real time location of a device. One socket will be used to get real time location and the other will be used to send it. I have experience with developing real time tracking application on Android too. Can send the location in a p2p way but that will cost more.
