Design Proper CSS Template

I’m looking for someone to design a proper CSS template for the new version of my website. Attached is a mockup of the required visual structure of the template. What I’d like to get in result – is a decorated, straightened-up, pixel-perfect version of this sketch. I've attached some additional info in .pdf. The ideal candidate has to be an outstanding designer and a JavaScript expert both. But as long as the first is a creative activity and the second is technical, I guess we could probably form a team of two for this project. So if you are an outstanding designer and wanna make a stylish piece of web-design done, then bid. And don’t forget to attach some of your masterpieces. This is must. And if you are a JavaScript expert who want to help to make it work properly, then bid. Please attach some of your favorite stuff as well.
