Fixed navigation with scroll-to-anchor - Implement existing script and additional function

Hello!

I have an anchor navigation for articles on my website:

[login to view URL]

I need this Navigation to have following functions:

1. switching the current state of the navigation while scrolling and navigating (Script already exists and need to be implemented: [login to view URL])

2. navigation should be fixed below the other fixed header menu, when scrolled over it

3. All the desktop functionality should NOT be on the mobile version
