convert linux bash gaming rcon script to windows powershell.

quick job I have a Small Bash script that reads a line of a text file from a flat file stored locally, then pushes that line of text to the gaming server via rcon say. then waits 60 seconds then reads the next line of the flat file, and then repeats until the end and then starts again.
