Fix fail2ban on centos

I am looking for a freelancer who are expert in system admin. I have a problem with fail2ban because it doesn't add the ips to the ban list where I have to add them manually and also it doesn't stop the brute force attacks and ssh. I want to automatically ban on many ips who are trying to connect to my server, I only want to accept is my php script to connect to my smtp server. I want you to have a look to see if the files is not configuration correctly. Happy to pay $30 after the work is done. Thank you.
