Custom Algorithmic trading on Interactive Brokers

I need a professional Algorithmic trading freelancer to create my custom automated Algorithm and integrate it via Interactives Brokers API.
It will be a basic Algo, which work with 3 indicators (WMA, BBW, .... )
Algo will operate on stocks (international) and on currencies (Forex).
With automated stop profit and stop loss.
Purchase or Sell-short signals are determinated by the up-cross of the price with indicators.
Specific conditions for Buy and Sell operations (need IBKR available algos for buy/sell)
Buy/sell orders with target price
Maximum open positions : 3
All the signals will be calculated by an interval of 1 minute.
Will be an Intraday performing Algorithm.
First step : test it on a paper trading account and backtest with past data
I already have a detailed document which explain the Algorithm to code. (22 pages).
