Hello, My name is Matthew, and I am contacting you on behalf of The Safety Consultant Firm LLC, a Louisiana company. I would like assistance identifying and screening a qualified independent technical consultant for a focused software, cloud-infrastructure, and governance review. This is not a general software-development project. We need an experienced professional who can independently review completed technical work, evaluate the supporting evidence, identify deficiencies, and provide written decisions. The consultant will initially receive read-only access or a sanitized evidence package. The consultant will not be authorized to perform production deployment, execute another database migration, modify Azure resources, merge code, or change our repository unless separately authorized in writing. Project background We are developing the Safety Consulting Operating System, referred to as SCOS. The current review covers five connected-platform checkpoints involving: * GitHub repository structure and controls * Microsoft Azure architecture and authentication * Azure Container Apps jobs * Azure managed identities and Key Vault * Private network and resource boundaries * Terraform configuration and deployment evidence * PostgreSQL 16 connectivity * Transactional database migrations and rollback * Immutable container-image digests * Manual authorization and blocked-by-default controls * Independent post-migration validation * Technical evidence, governance records, and written checkpoint decisions The consultant must determine whether each checkpoint should receive one of the following results: * APPROVED * REJECTED * REMEDIATION REQUIRED Payment will be for a competent, independent review—not for approving our work or providing a favorable conclusion. Required qualifications Please help us locate candidates with strong, recent, hands-on experience in several of the following areas: * Microsoft Azure architecture and governance * Azure Container Apps environments and jobs * Azure managed identities and Key Vault * Private Azure networking and resource boundaries * Terraform configuration, plans, state, and deployment safety * GitHub repositories, access controls, and protected branches * PostgreSQL connectivity, transactional migrations, rollback, and validation * Container registries and immutable image digests * Cloud security and least-privilege access * Technical evidence review and professional report writing * Independent architecture, security, or governance reviews Preferred credentials may include Microsoft Certified Azure Solutions Architect Expert, Azure Administrator Associate, DevOps Engineer Expert, cybersecurity qualifications, Terraform experience, or comparable professional credentials. Certifications alone will not be considered sufficient. Candidates must be able to demonstrate relevant practical experience. Candidate evidence requested Each serious candidate should provide: 1. A current resume or complete professional profile. 2. A description of recent hands-on Azure architecture or Container Apps work. 3. Two examples of comparable Azure, Terraform, cloud-security, or infrastructure reviews. 4. At least one example involving PostgreSQL migration, rollback, or transactional controls. 5. Relevant certifications with information that allows verification. 6. Two professional references. 7. A short written explanation of how the candidate would evaluate: * Azure managed identity and Key Vault controls; * private network and resource boundaries; * Terraform plan versus apply evidence; * transactional PostgreSQL migrations and rollback evidence; * immutable container-image selection; * manual authorization and blocked-by-default execution controls. 8. Confirmation that the candidate can produce detailed written findings supported by exact evidence. 9. A completed conflict-of-interest disclosure. 10. Confirmation that outside consulting work does not violate any employer, client, confidentiality, invention-assignment, or moonlighting obligation. Independence and conflict-of-interest requirements The consultant must disclose: * Any prior involvement in creating or approving the SCOS work being reviewed. * Any relationship with TSCF personnel, involved vendors, or potential competitors. * Any financial, employment, referral, family, personal, or professional interest that could affect independence. * Whether employer time, equipment, software, accounts, intellectual property, or confidential information would be used. * Whether any subcontractor, assistant, or artificial-intelligence service would be involved. The consultant may not subcontract or delegate the work without prior written approval. Confidentiality and intellectual property Before receiving nonpublic information, the selected consultant must sign our independent-contractor, confidentiality, conflict-of-interest, information-security, and intellectual-property agreement. The agreement includes: * Protection of SCOS source code, architecture, requirements, business information, evidence, and security information. * Assignment of project-specific work product to The Safety Consultant Firm LLC. * Identification and protection of the consultant’s legitimate pre-existing intellectual property. * Restrictions on uploading confidential information to public or training-enabled artificial-intelligence services. * No portfolio, case-study, publicity, or social-media use without written permission. * No sharing of credentials, source code, screenshots, or project information. * Return and secure deletion of confidential information at completion. Review framework We also want the consultant to evaluate SCOS using three connected perspectives: * Internal: The ideas, requirements, information, workflows, governance, and decisions supplied by TSCF and its internal team. * Middle: The technology and delivery methods, including cloud systems, integrations, desktop computers, phones, tablets, and applications. * External: What customers see, how they interact with the system, whether they understand it, and how effectively the system supports their needs. The consultant should also identify opportunities for long-term consolidation of programs, applications, tools, and duplicated functions. This portion is advisory only. The consultant will not be authorized to consolidate, replace, migrate, or discontinue any system during this engagement. Proposed budget and milestones The total project budget is not to exceed $2,250 without a written amendment. I do not want to fund or release the entire amount at once. I propose the following milestones: 1. CC01 paid pilot review — $350 Funded after qualification verification and contract execution. Released only after the CC01 written review satisfies the acceptance criteria. 2. CC02 and CC03 reviews — $700 Funded only after successful acceptance of the pilot. 3. CC04 and CC05 reviews — $800 Funded only after acceptance of the preceding reviews. 4. Final attestation and consolidated findings — $400 Released after all required checkpoint decisions, evidence references, risk priorities, limitations, and final documentation are accepted. If the $350 pilot does not meet the written acceptance requirements after the agreed remediation opportunity, we must be able to stop the engagement without funding the remaining $1,900. Questions for Freelancer Please advise: 1. Whether Freelancer offers a recruiter or talent-selection service that can identify and pre-screen candidates for this specialized engagement. 2. What additional information you need from me to begin the search. 3. How you recommend structuring the project and milestones on your platform. 4. How funds remain protected until an objective milestone is accepted. 5. What dispute process applies if a submitted milestone materially fails the written acceptance criteria. 6. Whether our separate confidentiality, conflict-of-interest, intellectual-property, and security agreement can be signed in addition to the Freelancer platform agreement. 7. Whether you can help verify identity, profile history, qualifications, certifications, references, and comparable project experience. 8. Whether Freelancer can limit initial access to a small paid pilot before the full engagement begins. 9. What platform fees, recruiter fees, dispute fees, or other costs would apply. 10. Whether Freelancer recommends a particular professional category for this role, such as Azure cloud architect, DevOps engineer, cloud security engineer, PostgreSQL specialist, or independent architecture reviewer. The ideal candidate is a senior Azure cloud architect, DevOps engineer, cloud-security professional, or independent technical reviewer with meaningful Terraform and PostgreSQL experience. Strong written communication, independent judgment, confidentiality, and evidence-based reporting are essential. Please let me know the next steps for beginning the candidate search. Thank you, Matthew The Safety Consultant Firm LLC Louisiana

Hi, there. "AZURE TERRAFORM SECURITY REVIEW" — you need an independent technical audit with clear evidence-based decisions. I would review the architecture, Terraform plans, Azure controls, PostgreSQL migration evidence, and security boundaries as a reviewer rather than making changes. The key is tracing each approval decision back to exact evidence, especially around managed identities, Key Vault access, rollback safety, and blocked-by-default workflows. I would also check for gaps between the intended design and what is actually deployed, since cloud governance issues often appear in permissions, network paths, or deployment records. Which checkpoint should be used for the paid pilot first, and what evidence package format will be provided for the initial CC01 review? Looking forward to working with you.

Hi Matthew, I understand this is a review-only engagement focused on evidence, controls, and written checkpoint decisions, not implementation. The need is to independently assess Azure, Terraform, PostgreSQL, and governance evidence with clear APPROVED, REJECTED, or REMEDIATION REQUIRED findings. I’ve worked on cloud and infrastructure reviews where the priority was proving what was actually deployed, validating least-privilege access, checking Terraform plan/apply records, and documenting risks with specific evidence. My background in Azure, Terraform, security controls, and technical reporting fits this kind of work well. I would approach SCOS by reviewing each checkpoint against the supplied artifacts, tracing identity, network, migration, and container-image evidence, and separating confirmed facts from assumptions. I’m careful with written findings and comfortable producing concise, defensible reports backed by exact references. If you’d like, I can help you structure the review process and identify the right evidence package. Best regards, Gabriel

Hello, The most critical part of this review will be validating the Terraform deployment evidence, since manual approval of each checkpoint requires exact matches between the plan and apply outputs. I’ve reviewed similar setups where Terraform state mismatches caused deployment failures, so I’ll focus on verifying the evidence carefully. I’ve independently reviewed Azure Terraform deployments for a healthcare startup, where I checked managed identity permissions, Key Vault secrets, and PostgreSQL connection strings to ensure they matched the Terraform configuration. I also validated container image digests and network boundaries to confirm they were immutable and isolated. For this project, I’ll: 1. Analyze the Terraform plan vs. apply evidence for each checkpoint, looking for discrepancies. 2. Review PostgreSQL migration logs to confirm transactional integrity and rollback safety. 3. Check Azure managed identities and Key Vault policies for least-privilege alignment. 4. Validate container image digests and GitHub branch protections to ensure immutability. The biggest unknown is whether the evidence package includes all required logs and screenshots. I’ll ask for clarification if anything seems incomplete. I’ll also provide a written report with exact findings and references to the evidence. Thanks, Lazar.

I would approach this strictly as an independent evidence review, not an implementation engagement. For each checkpoint I will trace the supplied evidence from GitHub and Terraform through Azure configuration and PostgreSQL controls, then issue APPROVED, REJECTED, or REMEDIATION REQUIRED with exact evidence references, limitations and remediation findings. My review will specifically cover managed identity/RBAC and Key Vault access, private resource boundaries, Terraform plan-versus-apply provenance, PostgreSQL transactional migration/rollback evidence, immutable container digests, and blocked-by-default/manual authorization controls. I accept your $350 CC01 paid-pilot structure and can work from read-only/sanitized evidence. I will disclose any AI assistance and will not upload confidential SCOS material to public or training-enabled AI services.

Hi there, Fernando here from Mexico. I understand this engagement is for an independent technical review of completed SCOS work, with read-only evidence access and written decisions of APPROVED, REJECTED or REMEDIATION REQUIRED rather than implementation. I’d review the GitHub controls, Azure Container Apps, managed identities and Key Vault, private networking, Terraform plan/state evidence, PostgreSQL 16 migration and rollback controls, immutable image digests and blocked-by-default authorization. My findings would tie each decision to exact evidence, identify gaps and limitations, and keep advisory consolidation separate from the formal checkpoint decisions. I’m also comfortable working under confidentiality, conflict-of-interest and information-security requirements and keeping production changes outside the review scope. I’d begin with the CC01 pilot and its acceptance criteria before any later checkpoint is funded. Looking forward to work with you. Thanks Fernando

Hi there, I appreciate the detailed project scope Matthew has outlined for The Safety Consultant Firm LLC. However, I need to clarify my role and limitations. This project requires an independent Azure cloud architect or DevOps engineer to conduct a specialized technical review of your SCOS infrastructure, evaluating Terraform, Azure architecture, PostgreSQL migrations, and governance controls. This is a high-responsibility engagement demanding specialized expertise, professional independence, conflict-of-interest management, and binding contractual arrangements. While I have strong experience in cloud architecture and infrastructure review, I am not the right fit for this specific engagement because: 1. You require pre-screening verification, reference checks, certification validation, and conflict-of-interest disclosure, services that demand direct human professional vetting. 2. Your milestone structure, acceptance criteria, and dispute resolution process require a qualified independent professional who can sign specialized confidentiality and IP agreements. 3. You've asked Freelancer platform questions (recruiter services, milestone protection, dispute fees) that are administrative questions for Freelancer's team, not for individual freelancers. I recommend you contact Freelancer directly about recruiter/talent-sourcing services for this specialized role, or engage a professional consulting firm that specializes in Azure architecture reviews and can handle the verif

Hi Matthew, I’m Bohdan, an AI & Full-Stack Developer with 6+ years of experience reviewing secure cloud systems, Terraform infrastructure, Azure authentication, and PostgreSQL workflows. I can provide an independent, evidence-based review of SCOS checkpoints without modifying production resources, repositories, deployments, or database state. Your engagement needs a technically rigorous reviewer who can assess Azure Container Apps, managed identities, Key Vault, private boundaries, Terraform plan-versus-apply evidence, immutable image digests, and transactional PostgreSQL migration controls, then issue defensible APPROVED, REJECTED, or REMEDIATION REQUIRED decisions. I have worked with secure APIs, cloud deployments, JWT/MFA controls, CI/CD pipelines, and scalable backend systems where traceable evidence and least-privilege access are essential. I will begin with the CC01 paid pilot, establish an evidence matrix, document limitations and findings, and align each conclusion with exact supporting artifacts. I can review your confidentiality, conflict, intellectual-property, and security requirements before access is granted, while preserving clear separation from implementation work. The initial working milestone can be delivered within seven days with clean reporting, tested evidence handling, and prioritized risks. I’m ready to proceed through the staged review structure. Which CC01 evidence package and acceptance criteria should define the first pilot review outcome? Best re

Hi Matthew, Conducting an independent, evidence-based software and cloud-infrastructure review for the Safety Consulting Operating System requires deep technical precision to ensure strict adherence to governance and security standards without risking project delays or compliance oversights. As an expert Azure solutions architect and cloud-security professional with extensive hands-on experience in Terraform, GitHub controls, and PostgreSQL transactional migrations, I am fully equipped to independently evaluate your five connected-platform checkpoints, verify technical evidence, and deliver definitive written decisions. To help us get started smoothly, here are my questions: 1. Would you prefer the initial CC01 paid pilot review to focus specifically on the GitHub repository structure and Azure architecture checkpoints, or another specific area? 2. Are all supporting evidence packages and Terraform state files fully prepared for immediate review upon signing your confidentiality agreement? Let's discuss your project now!

You’re not looking for someone to approve a build — you need an independent reviewer who can challenge the evidence, reproduce what can be verified, and clearly document APPROVED, REJECTED, or REMEDIATION REQUIRED decisions. I can approach CC01 as a controlled paid pilot and evaluate the implementation against the evidence you provide, without modifying production resources or becoming involved in the work being reviewed. For the technical review, I would specifically examine: Azure managed identities, Key Vault access, least-privilege controls, and authentication paths Private networking, resource boundaries, and Container Apps configuration Terraform configuration versus plan/apply evidence and deployment controls PostgreSQL 16 connectivity, transactional migrations, rollback capability, and post-migration validation

Hi I'd treat SCOS exactly as a review engagement, not an implementation job. For each checkpoint, I'd trace the supplied evidence back to the actual control being claimed and issue APPROVED, REJECTED, or REMEDIATION REQUIRED only when the evidence supports that decision. For example, I wouldn't accept a Terraform plan by itself as proof of deployment. I'd reconcile plan/apply evidence and state where available, verify the resulting Azure identity/network/resource configuration, and tie the finding back to an exact artifact. For PostgreSQL, I'd look for transaction boundaries, migration outcome, rollback evidence, and independent post-migration validation rather than simply confirming that a migration script exists. I'd apply the same evidence-first approach to managed identity/Key Vault permissions, private boundaries, immutable image digests, GitHub controls, and blocked-by-default authorization. Missing evidence would be identified separately from a control that actually fails. I'm comfortable beginning with CC01 as the paid pilot and producing detailed written findings supported by exact evidence before any wider review proceeds. Thanks, Belal
