Car tracking app (Xamarin/GPS/Google Maps)

Hi, I want to develop SchoolBus tracking app similar to (Here Comes The Bus - HCTB) App which provides real time alerts of where the schoolbus is along its route. Also, provides real-time notifications when the school bus crosses the user-identified radius from home/current location (not the stop location like HCTB). The app uses GPS data feed from the driver's mobile. The app should be cross platforms(iPhone/Android) and supports multi-languages, including (Arabic – RTL direction). The source code should be handed over.
