Create an app for learning English. Kids to young adults

I would like information on creating an app that can be downloaded in multiple countries for learning English. It would feature a monkey character travelling around an island, a city or other destinations where the user can learn everyday items etc. The curriculum and learning content would be provided along with basic images of the scene settings etc. Ideally the app will have an element of gaming using the character to keep the user engaged, punctuate the learning with fun and to collect points or similar to encourage the user to continue onto further learning.
I would like information on what would be involved in the creating this, what you would need from me and roughly how long it would take based on similar projects you have already created. So you could use a basic programme you have made and advise on a time scale it took and rough costing against something that would fairly technical for comparison.
At the moment I have not advised a specific budget for this as I would need to research that aspect further.
