Create Taxi Dispatch App for Apple & Android

I want to create a taxi dispatch app to target my community in Peru area. I would like a programmer who has similar experience in creating a dispatch app using Google Map. There are few other taxi dispatch apps like Taxi Magic, icabbi, utaxidispatch, etc to get ideas from, but i want to be better. My app will be very simple & effectivge. There will not be a payment system added to it since i will not be charging the passengers. It will be a free service for the passengers. What i would like is a dashboard with a tracking system for every time a passenger press dispatch & gets a ride from a taxi, it will collect the data (driver ID, date, time, location). This way i can track every ride with an ID i give to the taxi driver & charge them later for each ride. So i would like a dashboard built with it where i can assign a number to each driver, then put that assign number into their iphone, so when they accept their request, the ride will be tracked by the ID. I have attached on how i want the dashborad tracking system to look like. In the dashboard, if i want to see what each driver is doing, i can click on their name or ID and it will open up their total ride by date and time. This way i can turn it into a pdf file & email them each week with invoice. If they refuse to pay once they receive the record, i can remove the ID from our database, so they will no longer be able to accept rides. Also in the dashboard, i would like to have a place where i can create drivers info (Name & ID), so i can put the number in the drivers cell phone when i register them, so they can begin accepting rides. I have attached how i want the tracking sheet to look like.

Here is the steps i would like to perform

1) Passengers will download app & press Dispatch Taxi

2) The nearest driver to the passenger will receive text to Accept or Decline, if he Decline then it goes to the next driver who is near to do the same

3) Once the driver Accept, then the passenger will receive the driver info, distance, & watch driver route on the Google Map

4) Once the driver accept, the date, time, & location will be send to the dashboard to be tracked for the driver.

5) I will have username & password to access the dashboard to see daily result, add drivers, turn it to pdf to email drivers result as well.

I have designed the app layouts to help you see what i want. I would like a programmer who can create it in both iphone and android. If you can show me sample dispatch app you have done, it will help me with my decision. Once the app is completed, i would be needing you to help me manage the app to make sure it working properly, so its a long term partnership. I already have Apple Store account ready to upload the app when its ready for review. I would like the programmer to be creative and ready to start the project to complete in a reasonable time. My budget is small so please do not be too greedy & lose out in a long term project since i plan to take this nationwide in the united state, then around the world.

I will hire only developers who has developed already this software. I can't wait. I want something already done. Just to test it.
