It shouldn't be too hard to cache images on Android. In fact the Android SDK provides utilities for caching data. Caching data is very simple in the Android SDK and is well documented. I can also easily do the following part. If you already have the app loading videos and images then all you'd need to do is tell the app that you want to load images and videos from a list of users that the current user is following. I don't know what you already have done. By the sounds of it you already have something working. If you don't have anything that I cannot continue with this bid.
