Write an Android application - Create a remote app launcher for android

I am looking for someone to create an Android app that allows users to remotely launch any app that is currently installed on their android phone. This app must be functional for android versions 4.3-5.0 lolipop
a web interface with login page will be required to send the launch command.
users would simply enter the package name, i.e. '[login to view URL]' and that app would open on the clients android phone
The developer must assist me in getting this app signed and added on google playstore
this app must be able to function without device admin activated.(limitation to be discussed)
