As per my understanding you are looking forward to develop the Local job posting app which contains the 2 types of apps as end user and service provider. Also, the payment can be done in milestone and goes to you and you will forward to service provider. Based on given information I have also found that there will 2 types of services provider as type 1 work directly (Individual) and Type 2 will be representing the Company. You will be holding the payment for 1 week than you will transfer to the service provider. Client and Service provider can rate each other too.
