Install Stratum proxy compatible with ALL altcoins

I need someone to install a stratum-mining-proxy that is compatible with ALL altcoins. The first test will need to be dogecoin. The stratum needs to be able to collect a 2% fee and allow users to connect with their litecoin wallet ID and a password of x. Basically, this is exactly what most online pools do ([login to view URL] for example). The goal of this is to build something similar to middlecoin, with no web frontend except for stats.
