Optimization of my web server (PHP and MySQL)

Hello, I am looking for a truly expert developer (Server side) to make a complete optimization of my web server.
The issue is that my website has been shutting down several times in the last week due to a large number of stalled processes being spawned by the website into the server.
In addition to this, a very large number of slow queries was also being spawned by this website which are being processed by the MySQL service which in turn results in a higher server load and resource consumption above the capabilities of my server.
The objectives of the work will be:
1. Get less resources usage.
2. Review and address the slow queries and stalled processes that are being spawned in my MySQL database.
(I have the full path to the MySQL slow query log in which I have exported the last 1000 lines of slow queries being spawned by the website)
Please, tell me if you have experience about this kind of job and if you can guarantee me the work you are going to do.
