Ive setup many OpenVPN based VPS Server that allows you to geolocate to the country of the VPS where its hosted, i.e a vps from Germany will show your location as Germany when connected to your VPN Account. I would use Ubuntu 22 as that is what ive used in the past to achieve this, will setup ufd and ip mask rules and finally OVPN profiles.
