We are experiencing a problem with an Internet Service Provider that we use where the ISP does not allow us to send e-mails through our domain name servers, we are able to use a different ISP to send e-mails but it is a wireless signal and receives a very weak signal at times making this process difficult. Since we are able to send through our domain name servers using the second ISP, we are sure that the issue is with our first ISP and not with our domain name e-mail servers.
WHAT WE NEED:
We need a way to be able to use any ISP (including our first one which does not currently work for this) to send e-mails via SMTP process. From doing some research it seems that there are ways to send e-mails regardless of your ISP, there are mail servers, etc.
We do not have knowledge in this field and need help in figuring out what software we would need and how to implement it so that we can efficiently send e-mails.

What I will build here will be a utility in .net which will use your smtp server/exchange to send mails. The utility will accept values like To, Subject, and body of the mail and will send it.
I can write you a web application that can send e-mail using an SMTP server. (Usually provided by your web host or you can sign up for a free SMTP service)
