Email reminder site.

membershiptracker will allow users to track their memberships to various other sites, specifically those that rebill weekly, monthly, etc. Users will be able to enter information about the sites that they are members of. Three days prior to the rebilling of their credit card they will get an email reminder telling them such.
Broken down, it gioes like this:
Users joins my site by providing u/n, p/w, and email address.
Email address is verified via confirmation code.
User can then add memberships to database. Information collected is as follows: Name of site joined, Name of rebilling company, date joined, how often is the card rebilled, subscription number or other billing reference number.
This info then goes into the database.
The database is swept daily and email reminders are sent out to user's whose accounts will be rebilled in three days.
User also has the option to remove memberships from the site.
The project is basically database design, with a script for the email function. I have many ideas for the expansion of the site, but i'd like to try a stripped down model first to see how the response is before expanding the budget. If I am happy with the original site, I will most likely hire the same person to do the expansions in steps.
A FEW NOTES:
The site will be a free service used to generate traffic to adult sites via banner ads which I will add at a later date. So please, if you have any moral objections...
I've set my budget for this project at $100-$500. I think this is doable for the initial site. However, I want it done right. If you feel like you'd have to cut corners to work within the budget, don't bid low then dissapoint me. Let me know what you would need to do it right.
