Perl - project to rollup transactional information to 1 record

This project involves using a fixed length file, which is a transactional file (based on an id field) and creating a program that will take transactions with the same ID field and create 1 output record for each ID and post the transactional information from each transaction to the 1 output record. The program should use logic like below

[url removed, login to view] (perl programname) -i (Inputfilename) -o (outputfilename) 1 20 (ID field beginningbyte endingbyte) 21 90 (transactional rollup beginningbyte endingbyte)

Additional information - the perl program should scan through the file to find the ID with the most transactions and make records that maximum file length

Samples have been uploaded. ([url removed, login to view] is the input file and [url removed, login to view] is a sample of what the output should look like (though the last record may not be the longest length based on the input file) This sample file is only using the first 3 IDs on the input file.
